In 1995, a groundbreaking program called the Mental Health Initiative (MHI) was launched under the auspices of the Open Society Foundations (OSF). It was the first program of its kind with a long-term strategic focus and a human rights approach to supporting the development of community-based alternatives to institutionalization.

Where We Are Going
INclude will work in jurisdictions where the context and conditions are such that there is a good possibility of achieving systemic change: where institutionalization is prevalent, human rights abuses against people with intellectual and/or psychosocial disabilities are common, and there is a dearth of community-based support and services.
